When I go to the universities page, the NL Scholarship is shown to be only for Master students, but here, it is seen that even (applying for) Bachelor students are also eligible. Why? Can i apply for this as a bachelor student? And how?

Here, it says that even Bachelor students can apply. I am a Bachelor student and I really want to apply. What do I do?
